Early predictions, warning and monitoring methods have been improved

These schemes should reduce the deaths caused by these tragedies and perhaps also stop destruction of some buildings and roads.
Solutions

A possible solution is for there to be evacuation areas for the citizens of Manila to stay in until the extreme storm passes.

Houses could be issued with private safe chambers underground.

People living in the slums could move to a public evacuation centre.

A special service program, to help relocate, feed and care for the people effected by a natural disaster

This service would be aimed at the people living in the poverty-stricken
-
The program would be made out of volunteers, emergency services and paid health
